xyzzy is a fully-featured text editor for Windows written from scratch by Tetsuya Kamei. It is reasonably popular among Windows users in Japan, for its power and flexibility, and for Tetsuya's character.

Key features:

Extensible with built-in Lisp interpreter
xyzzy has a Lisp interpreter built into it, just like Emacs does. The Lisp is called "xyzzy Lisp", which is a subset of Common Lisp. (It is said that it implements approximately 60-70% of the Common Lisp, though not for sure.)

Affinity with Windows
It takes advantage of Windows. For example, it has buffer tabs, frame tabs, toolbar with speed buttons, and configuration dialogs. It can also embed OLE objects.

User community and applications
Though relatively young and most of them are Japanese, there are an enthusiastic user community and practical applications, such as modes for major languages, MUA, and a network installer for applications.

xyzzy had been distributed as a freeware from 1998 to 2005, and finally it was released under OpenSource compliant license. I had been waiting for this to happen for years. Many thanks to Kamei-san for his decision.

As of its this release, I think it would be great if xyzzy be internationalized and become available not just for Japanese-speaking people but for everyone in the world.

Currently a Japanese-to-English translation project of resources is on the way at XyzzyWiki. But it is not clear if xyzzy can run fine on non-Japanese version of Windows, since, for example, the menu items are in Japanese multibyte characters by default.

As it is a promising software project, I hope some experienced developers from around the world will get interested.
